Terms of Use

Last updated: 19 October 2026 · Applies to vellum-pdf.xyz

In short. You may use the PDF tools on this site for your own lawful purposes, at no cost, without an account. The tools run in your browser and your files never leave your device. The results are provided as is, without any warranty that the output will be identical to the input or fit for a particular purpose, and the publisher's liability is limited to the extent the law allows. Detailed terms are set out below.

1. Who we are and what these terms cover

Vellum PDF is a free online tool for converting PDF pages to images, building a PDF from images, merging PDF files and compressing PDF files. It is operated by Vellum PDF SAS, a company registered in France and run by Amine, based at the postal address set out in the contact section of the about page.

These terms govern your use of this website, including the converter tool and any other page on the domain. By using the site you accept them. If you do not accept them, please stop using the site.

Two points of interpretation are used throughout:

  • You means the person using the site, and we, us and our mean the person operating it.
  • The terms apply to you whether you use the site personally or on behalf of an organisation. If you use it for an organisation, you confirm that you are authorised to accept these terms on that organisation's behalf.

These terms are separate from the privacy policy, which explains what is collected about you and how your documents are handled.

2. Acceptable use

The tools are provided for lawful, personal and professional document work. You agree not to use the site in any of the following ways:

  • To process, convert, store or distribute material that is illegal, infringing, defamatory, or that you do not have the right to process or distribute.
  • To process documents you have no right to access, for example material belonging to another person that you obtained without permission, or a document you have not been authorised to read.
  • To attempt to break, overload or disrupt the site or its hosting, including by scraping the pages at a rate that degrades the service for other people, by deliberately triggering repeated errors, or by attempting to reach any resource that is not meant to be public.
  • To use the site to host, serve or distribute unlawful material, or to use an output of the tool as a way of publishing material on this site. The site is a tool, not a file host, and it accepts no uploads of any kind.
  • To use the site in a way that breaches the law of the jurisdiction you are in.

Because the conversion happens on your own device, most of the heavy lifting is outside our control. That does not release you from these obligations. In particular, you are responsible for what you open in the tool, and you are responsible for obtaining the file in the first place.

We may restrict or block access to the site, temporarily or permanently, if we reasonably believe that these terms have been breached or that the site is being used in a way that endangers its availability for others.

3. Your files and your rights

Your files stay on your device. When you select a file, it is read by your browser and processed by JavaScript running on your own machine. No document, image or resulting file is transmitted to us, stored on our systems, or passed to an advertising or analytics service. Nothing you open in the tool is visible to us. The privacy policy sets out the details.

You keep all rights in your content. We make no claim of ownership over any document, image or other content you open in the tool, or over any file that the tool produces from it. We do not license your content for any purpose, and because we never receive it, we cannot use, publish, sell or analyse it.

You are responsible for your content. By using the tool you confirm that:

  • You have the right to access the files you open, and the right to convert, merge and compress them. If a document belongs to a client, an employer, a counterparty or anyone else, you are responsible for having permission to work with it.
  • You are not using the tool to infringe copyright, database rights, confidentiality obligations or any other right of someone else.
  • You will keep your own backups. A file exists on your device only for as long as you keep it there, and we cannot recover one for you.

Because the tools run locally, the usual contractual obligations of a document processing service do not arise. There is no upload, so there is no chain of custody to consider and no copy for us to hand over or delete on request.

4. Disclaimer and limitation of liability

Please read this section. It sets out the real limits of a browser-side PDF converter, which differ from those of a desktop application, and the limits of what the publisher can be responsible for.

The results are provided as is

The site and the tools are provided on an "as is" and "as available" basis, without warranties of any kind, whether express or implied, including any implied warranty of merchantability, fitness for a particular purpose, accuracy or non-infringement. We do not warrant that the site will be uninterrupted, error-free, or that any document will convert successfully.

Compression and conversion can change the file

The output is not guaranteed to be identical to the input. The following are known and intended behaviours of the tools, not defects:

  • Compression that re-encodes images is lossy. When a page is rendered to a raster image and written back into the PDF, pixel data is re-encoded at a chosen resolution and quality. Small detail, gradients and fine typographic edges can soften, and the saved size can differ substantially from the original.
  • Re-encoded text is no longer selectable. Because a re-encoded page is a picture of a page, its text cannot be selected, searched, copied or read by a screen reader. If you need live text, use the structure-only compression preset.
  • Rendering is a rasterisation. Converting a page to an image is a rendering operation. Fonts are substituted according to the rules of the rendering engine, so a document with unusual or missing fonts may look slightly different from a dedicated desktop application. Colour profiles outside the common RGB range, including CMYK content, may shift.
  • Building a PDF from images produces an image document. The pages contain the images you supplied, placed on the chosen page size. There is no text layer, no OCR and no recognition of what the images show.
  • Encrypted and protected files are not supported. A password-protected PDF cannot be opened by the tool, and merged output does not preserve a document's original encryption, permissions or form-field behaviour. Unlocking a file first is the responsibility of the person who holds the password.
  • Large files may fail. Processing is limited by the memory available to your browser. A very large document at a high resolution may fail, run out of memory, or cause the tab to become unresponsive. This depends on your device, not on any limit we impose.

Keep the original file. If a document is going to be filed, signed, submitted to an authority or relied on by someone else, check the output against the original before you send it, and do not rely on this tool for a conversion that has to be exact.

Limitation of liability

To the maximum extent permitted by law, the publisher, and anyone involved in operating this site, are not liable for any loss or damage arising out of or in connection with your use of the site or your reliance on its output. That includes loss of data, loss of profit, loss of business, loss of anticipated savings, business interruption, and damage to or loss of content, whether direct or indirect, even if the possibility of it was known.

Because this site is provided free of charge, the total aggregate liability of the publisher for all claims relating to the site or its use cannot exceed the greater of the following amounts: the sum you actually paid to use the service, which is normally nothing; or one hundred United States dollars (USD 100). This limit applies regardless of the legal theory relied on, including contract, tort, negligence, strict liability or otherwise.

Nothing in these terms excludes or limits liability, or affects any rights you have, where such exclusion or limitation would be unlawful or would be contrary to the mandatory law that applies to you. Where a term is unenforceable in your jurisdiction, it is enforceable to the maximum extent permitted, and the remainder of the terms still apply. Some jurisdictions do not allow certain exclusions or limitations of liability, in which case the exclusions above apply only to the extent those jurisdictions permit.

5. Intellectual property

The site belongs to the publisher. The design, code, layout, text, name and logo of Vellum PDF are the property of the publisher and are protected by copyright and, where applicable, trade mark law. You may use the site for your own purposes and link to it. You may not copy, republish, resell, scrape, frame or create derivative works from the site's code or design for commercial use without written permission.

Third-party open source libraries. The tools rely on two open source projects, which remain under their own licences and are not covered by the terms above:

  • pdf-lib, used under the MIT licence.
  • PDF.js, used under the Apache License 2.0.

These libraries are loaded from a public content delivery network. The licence texts are distributed with the libraries themselves and are available from the project pages linked above.

Your content is never claimed. No claim is made over the documents you open, the images you supply, or the files the tool produces. We do not assert ownership of your content and we do not claim a licence over it.

6. Advertising

This site currently displays no advertising. If advertising is introduced in future, it will be placed below the working area of the tool, and the privacy policy will be updated before any advertising cookies are set.

This site links to other websites, including the project pages for the open source libraries it uses. Those sites are not operated by us. We do not control them, we are not responsible for their content, availability or privacy practices, and a link does not mean that we endorse the site or anything on it. Use them at your own risk, and read their own terms and policies.

Links to external sites are provided for accuracy and convenience. If a link has gone out of date, let us know and it will be corrected.

8. Changes to these terms

These terms may be revised as the site changes or the law changes. The date at the top of this page always reflects the version in force, and the revised terms apply from the moment they are published on this page. Where a change is material, it will be summarised on the about page.

Continuing to use the site after a revision means that you accept the revised terms. If you do not accept them, stop using the site.

9. Governing law

These terms are governed by the laws of France, without regard to conflict of law rules, and the courts of Paris, France have exclusive jurisdiction over any dispute arising from or in connection with them.

Nothing in these terms removes any mandatory right you have under the consumer law of your country of residence, or limits any right you have to bring a claim in the courts of that country.

10. Contact

Questions about these terms, a request to correct an error in them, or a notice that a document you processed infringes your rights can be sent to hello@vellum-pdf.xyz or support@vellum-pdf.xyz. Messages are usually answered within 3 working days. The about page lists the postal address and explains what to include in a useful message.
